The introduction of automated vehicles promises an increase in traffic safety. Prior to its launch proof of the anticipated reduction in the sense of a positive risk balance compared with human driving performance is required from various stakeholders such as the European Union Commission, the German Ethic Commission, and the ISO TR 4804. To meet this requirement and to generate acceptance by the public and the regulatory authorities, a qualitative Risk- Benefit framework has been defined. This framework is based on (...) literature research on approaches applied in other disciplines. This report depicts the framework, adapted from the pharmaceutical sector called PROACT-URL which serves as a structured procedure to demonstrate a positive risk balance in an understandable and transparent manner. The qualitative framework needs to be turned in quantitative methods once it should be applied. Therefore, two steps of the framework are discussed in more detail: First, the definition of adequate development thresholds that are required at an early stage of the development. Thought, Fact, and Reference was first published in 1978.Against a background of criticism of alternative accounts, Professor Hochberg presents an analysis of thought, reference, and truth within the tradition of logical atomism. He analyzes G. E. Moore's early attack on idealism and examines the influence of Moore on the development of Bertrand Russell's and Ludwig Wittgenstein's logical atomism. He traces an early divergence between Russell and Wittgenstein, on the one side, and Moore and Gottlob Frege on the other, into (...) variants recently advocated by Wilfrid Sellars, Gustav Bergmann, and others. In lieu of an abstract, here is a brief excerpt of the content:BOOK REVIEWS 389 From the perspective of this reviewer, the presently most obvious fault in this lecture lies in Putnam's criticisms of "the coherence theorists, Ludwig, et al." (p. 97). In this criticism, it is apparently assumed that the adequacy of their proposed solution to the problem considered must be judged solely on the basis of what is presently known. Since Putnam himself acknowledges that no satisfactory interpretation (...) of quantum mechanics exists, this seems unwarranted. The superficiality of the criticism of this position makes this particularly notable. He states, for example, "to say that a wave gives an incomplete description of the state of a system is to say that systems whose state can be described by that wave function may really be in several quite different physical conditions." He then adopts the doubtful strategy of appealing to the meaning of completeness and incompleteness (they are not a matter of degree) in justification of the position that it is improper to say that a wave gives an incomplete descriptionl Despite the fact that, taken as a whole, his brief criticism of the coherence theory is somewhat ungracious. Putnam has set forth the principle issues sur~ rounding the problem with discerning lucidity. Paul K. Feyerabend, in "Problems of Empiricism," places a revisionist's version of empiricism in a carefully developed historical perspective. Empiricism as it has been known is both incomplete and weakened by undesirable assumptions. The incompleteness is to be removed by regarding empiricism as a cosmological hypothesis concerning the relation between man and the universe. The version of empiricism thus admitted has the character of a scientific theory. The undesirable assumptions are views no longer tenable of the nature and content of what is given in sense. Feyerbend understands sensations and perceptions as indicators on a par with indications of physical instruments, and likewise in need of interpretation. A philosophical method is proposed which requires theoretical pluralism instead of the theoretical monism that is (inappropriately) the ideal of much of contemporary empiricism (p. 149). The function of theoretical alternatives is to provide the means of criticizing accepted theory, to which he accords careful historical treatment. "Low level theories" are to guide us to crucial experiments, while "high level theories" are to represent the basic element of the universe. Here again the reader will find a theme which emerges erpeatedly in these lectures. This theme might be stated as follows. Both macrocosmic and microcosmic systems must ultimately be involved in scientific explanation. The crucial problem that emerges is how these two are to be related or in some degree integrated. By the way in which he develops the role of alternative theories, Feyerabend has affirmed one of the principle theoretical components of what Hegel was minded to call metaphysics. An additional observation, for which what I have said should furnish some justification: Many points made throughout this exposition (115 pp. in length) might properly be regarded as together constituting a rapprochement of empiricism and rationalism. It may very well occur to the thoughtful reader that Feyerabend, in his reconstruction of empiricism, has come very near to conceding all that a critical rationalist could ask. Other lectures included in the book are, "The Thermodynamics of Purpose," by David Hawkins, "The Physics of the Large," by Philip Morrison, and "The Ethical Dimension of Scientific Research," by Nicholas Rescher. In the last-mentioned lecture, Professor Rescher points up some generally little understood ethical problems confronted by the scientist in the practice of his profession. DARREL E. Is the essay literature or philosophy? A form of art or a form of knowledge? The contemporary essay is torn between its belletrist ancestry and its claim to philosophical legitimacy. The Spanish philosopher Eduardo Nicol captured the genre's uncertain status when he dubbed it “almost literature and almost philosophy” (Nicol 1961:207). The problem is hardly a new one. It goes back to what Plato called the “ancient quarrel” between poetry and philosophy, and more recently to the German Romantic theorist, Friedrich (...) Schlegel, who called for a mode of criticism which would be at once philosophical and poetic. But today, when the status of critical discourse is up for grabs, reflecting the crisis of knowledge in the universities, the question of the essay takes on a new urgency. Now the predominant form of writing in the human sciences, it cannot avoid the challenge to define itself according to the prevailing standards of scientific knowledge and method. (shrink)

The hundred years covered by this book, from the death of Hegel to the establishment of the Third Reich, is often regarded as the heyday of German philosophy, of metaphysics in the grand style and of what J. S. Mill characterised as 'the German or a priori view of human knowledge'. Yet apart from selective attention to individual figures, such as Nietzsche, Schopenhauer, Husserl or Heidegger, little is known by English-speaking philosophers of most of the animating concerns and continuing traditions (...) of German philosophy of the time. This book sets out to present a detailed history of the period, adopting a thematic approach which emphasises the more distinctive German approach. Herbert Clark argues that language use is more than the sum of a speaker speaking and a listener listening. It is the joint action that emerges when speakers and listeners, writers and readers perform their individual actions in coordination, as ensembles. In contrast to work within the cognitive sciences, which has seen language use as an individual process, and to work within the social sciences, which has seen it as a social process, the author argues strongly that language use (...) embodies both individual and social processes. Herbert Spencer (1820–1903), Victorian philosopher, biologist, sociologist and political theorist, one of the founders of Social Darwinism and author of the phrase 'survival of the fittest', was nominated for the Nobel Prize for Literature in 1902, losing out to Theodor Mommsen. Spencer left his post at The Economist in 1857 to focus on writing his ten-volume System of Synthetic Philosophy, a work that offers an ethics-based guide to human conduct to replace that provided by conventional religious belief. Published in (...) 1879, this volume seeks to demonstrate that social evolution tends towards greater individualism, altruism and co-operation. Spencer argues that it is possible to establish rules of right conduct on a scientific basis, and declares that this work is the culmination of his life's study. He was anxious to publish it outside the planned order of the System, because he feared (wrongly) that his death would prevent its completion. (shrink)

Karl Popper is one of the greatest and most influential philosophers of the twentieth century. Originally published in German in 2000, Herbert Keuth's book is a systematic exposition of Popper's philosophy covering the philosophy of science (Part 1); social philosophy (Part 2); and metaphysics (Part 3). More comprehensive than any current introduction to Popper, it is suitable for courses in the philosophy of science and the philosophy of social science.

Philosopher Ludwig Wittgenstein had an enormous influence on twentieth-century philosophy even though only one of his works, the famous Tractatus Logico-Philosophicus, was published in his lifetime. Beyond this publication the impact of his thought was mainly conveyed to a small circle of students through his lectures at Cambridge University. Fortunately, many of his ideas have survived in both the dictations that were subsequently published, and the notes taken by his students, among them Alice Ambrose and the late Margaret Macdonald, (...) from 1932 to 1935. These notes, now edited by Professor Ambrose, are here published, and they shed much light on Wittgenstein's philosophical development. Among the topics considered are the meaning of a word and its relation to common usage, rules of grammar and their relation to fact, the grammar of first person statements, language games, and the nature of philosophy. The book contains the first systematic study of the ontology and metaphysics of Gustav Bergmann, tracing their development from early (1940s) criticisms of Carnap’s semantical theories in Introduction to Semantics, to their culmination in his 1992 _New Foundations of Ontology_. This involves a detailed study of the implicit metaphysical doctrines in Carnap’s important, but long neglected, 1942 book and their connection to his influential views on reference, truth and modality, (including, contrary to current opinion, Carnap’s initiating the development of predicate (...) modal logic) that culminated in _Meaning and Necessity_. In dealing with various fundamental issues in ontology and metaphysics, the book discusses relevant views of major philosophers, such as Russell, Moore, Bradley, Wittgenstein, Meinong, Brentano, Husserl, Broad, McTaggart, and Quine, and of contemporary and recent figures, including D. M. Armstrong, D. Lewis, S. Kripke, J. Searle, W. Sellars, D. Davidson, J. J. C. Smart, and H. Feigl. Building on the critical studies of Bergmann, Carnap and such other philosophers, the author argues for a form of Logical Realism derived from important, but long misunderstood and ignored, aspects of Russell’s theories of descriptions, reference and truth. The so-called "Big Typescript" is Wittgenstein's first attempt to publish in a book his collected thoughts since his return to Cambridge and to philosophical writing, thus correcting the "serious errors" (Wittgenstein) of his early work. Among the texts in Wittgenstein's estate, the "Big Typescript" is the one that, next to the "Logisch-Philosophische Abhandlung" (the "Tractatus") of 1918, appears to be the most "finished", with a table of contents structured in chapters and sections. It is, however, a fragment, without either title, (...) motto or conclusion. To Wittgenstein, it was important "that the thoughts in [the book] should progress from one subject to another in well-ordered consecutiveness." It is precisely this structure of the "Big Typescript", though ultimately rejected by Wittgenstein, which constitutes the immeasurable value of the text for the study of and as an introduction to Wittgenstein's thinking. Opinions divided sharply on this issue because the outcome bore directly on God's relationship with the world: eternity implies a deity bereft of will, while a world with a beginning leads to the contrasting picture of a deity possessed of will. In this exhaustive study of medieval Islamic and Jewish arguments for eternity, creation, and the existence of God, Herbert Davidson (...) provides a systematic classification of the proofs, analyzes and explains them, and traces their sources in Greek philosophy. Throughout the study, Davidson tries to take into account every argument of a philosophical character, disregarding only those arguments that rest entirely on religious faith or which fall below a minimal level of plausibility.
